Following the end of September, Beijing-Tianjin-Hebei and the surrounding areas to stop the release of production restrictions, on October 12, the Yangtze River Delta region released a plan to stop production restrictions in autumn and winter. So far, the country has 85 regions, 39 industries affected by the “stop work order”.

On October 12, the Ministry of Ecology and Environment released the “Action Plan for Comprehensive Control of Air Pollution in the Yangtze River Delta in the Autumn and Winter of 2020-2021 (Draft for Comment)”, i.e., the autumn and winter shutdown order.

▷ The goal of this stop-work order is to control the average concentration of PM2.5 in the Yangtze River Delta to within 45 micrograms per cubic meter in October-December 2020, and within 58 micrograms per cubic meter in January-March 2021.

This year, the number of industries that will implement performance grading has been expanded from 15 to 39, with different grading indicators set for different production processes in different industries.

39 key industries, performance grading according to the “Technical Guidelines” for the strict implementation of the relevant indicators, in principle, rated A-level and leading enterprises, during the emergency response to heavy pollution weather can independently take emission reduction measures; rated B and below and non-leading enterprises, should strictly implement the “Technical Guidelines” in the different warning levels of each performance level corresponding to the requirements of emission reduction measures. No clear implementation of the performance rating of the industry, the provinces (municipalities) ecological and environmental authorities can develop their own unified performance rating standards, the implementation of differentiated emission reduction measures during the emergency response to heavy polluted weather.

For enterprises that fail to meet the standard discharge of various pollutants in a stable manner or fail to meet the management requirements of the discharge permit, they will take measures to shut down production or limit production at the most severe level during the heavy pollution weather emergency response, in terms of production lines.

Implementation of industrial restructuring requirements
Increase efforts to improve chemical parks, continue to promote the closure or relocation of chemical enterprises with major safety and environmental protection hazards in environmentally sensitive areas such as along rivers, lakes and bays, and speed up the relocation and renovation or closure and withdrawal of heavy pollution enterprises in urban built-up areas.

Shanghai has comprehensively completed the adjustment and upgrading of enterprises involved in the “Implementation Plan of the “Better Chemistry” Action (2018-2020)”, and completed no less than 700 industrial restructuring tasks in the city.

(a) Jiangsu Province has fully completed the “Four Batch” special operation for chemical enterprises, and has completed the withdrawal or relocation of chemical enterprises that are not located in chemical parks within 1 kilometre of each other along the Yangtze River.

Zhejiang Province completed comprehensive renovation of 100 key industrial parks.

Anhui Province has increased the efforts to improve existing chemical parks and promoted the implementation of a number of relocation and renovation projects for cement, flat glass, coking, chemical and other heavy polluting enterprises.

Continued promotion of VOCs control
Organize the completion of petrochemical, chemical, industrial painting, packaging and printing enterprises exhaust gas emission system bypass mapping survey, petrochemical, chemical industry torch emissions survey, crude oil, refined oil, organic chemicals and other volatile organic liquid storage tank survey, port and dock construction of oil and gas recovery facilities, the use of the survey, the establishment of the management list.

▶▶▶ Shandong: 100-day offensive enforcement action launched for comprehensive control of air pollution in autumn and winter

Since mid-September, Shandong, a major chemical province, has launched a 100-day enforcement campaign.

Jinan City established a working mechanism combining law enforcement inspection and enterprise help, a closed-loop management mechanism combining problem list and supervision and rectification retrospective review, and a regular notification mechanism for typical cases to solidly promote all tasks.

Qingdao City, with the support of scientific research, formulated the “Three Sources List” and precisely targeted more than 3,600 emergency control objects.

In addition, it is also important to note that the government’s policy on the protection of the environment is not only to protect the environment, but also to ensure the safety of the environment.

▶▶ Jiangsu Xuzhou: strengthening the management level of pollution prevention facilities

Autumn and winter is the key period for year-round air control, and construction sites should strictly implement the “six hundred percent” requirement and continuously improve the level of fine management at construction sites. Industrial enterprises should further strengthen the management level of pollution prevention and control facilities on the basis of ensuring stable compliance with emission standards, and reduce the total amount of atmospheric emissions of major pollutants from key industries and enterprises. Especially during heavy pollution weather, more precise and scientific differentiated emergency emission reduction measures should be taken for key areas, key fields and key time periods. In terms of hazardous waste management, the newly implemented solid waste law will be strictly enforced to strengthen hazardous waste management and ensure the safe disposal of hazardous waste.

Beijing-Tianjin-Hebei air pollution crackdown! Precise pollution control needs to be strengthened

Just recently, the CCTV channel “News 1+1″ had announced the causes of heavy autumn and winter pollution in Beijing-Tianjin-Hebei, summarizing four major causes and three major sources of pollution. The program pointed out that the Beijing-Tianjin-Hebei and surrounding areas are highly concentrated in the heavy chemical industry, and the region’s coal-based energy use and road transport-based freight transport have led to high emissions of major air pollutants in the region. Emissions of over 50% of the environmental capacity are the root cause of heavy pollution.

The sources of air pollution are very complex and the sources are many. More than a dozen types of industries all bear different responsibilities for PM2.5. This will undoubtedly let the chemical industry, which is mainly responsible for air pollution, breathe a sigh of relief.
